Cebu, PHILIPPINES – President Rodrigo Duterte issued Executive Order (E.O) No. 3 increasing the rates of combat duty pay and combat incentive pay to P3, 000 for the Armed Forces of the Philippines (AFP) and the uniformed personnel of the Philippine National Police (PNP) on Monday.
According to Budget Secretary Benjamin Diokno, the increase will be received starting this month, citing the EO no. 3 dated September 26, 2016.
The combat duty pay is given to law enforcers who “figure directly in actual combat against various groups which threaten national peace and security.”
The current rate of Combat Duty Pay is P500.00 for the AFP while that of Combat Incentive Pay is P150 per day of actual combat but not to exceed P1, 500 per operation order.
The PNP’s current Combat Duty pay is P340.00 per month has massively surged to 882 times.
The amendment on the remuneration and benefits of AFP and PNP as per E.O no. 3 are as follows:
SECTION 3. Combat Incentive Pay. The members of the AFP and the uniformed personnel of the PNP who figure directly in actual combat against members of various insurgent, terrorist and lawless elements, shall be entitled to an additional Combat Incentive Pay of Three Hundred Pesos (P300.00) per day, subject to the following conditions:
(a) the operation must be for a specific combat mission that is duly covered by an OPORD or FRAG-O for the AFP or a Mission Order for the PNP;
(b) the personnel involved in combat must be in the published task organization of the AFP OPORD/FRAG-O or the PNP Mission Order; and
(c) the total additional Combat Incentive Pay for each individual shall not exceed Three Thousand Pesos (F3,000.00) per month.
According to the Executive Order, the initial funding will be drawn from the President’s Miscellaneous Personnel Benefits Fund.
The initial funding requirement necessary to implement this Executive Order shall be drawn from the Miscellaneous Personnel Benefits Fund.
Authentic list of military and uniformed personnel shall be made available to the Department of Budget and Management (DBM) for the succeeding funding for this intention shall be contained in the specific budget for both organizations through General Appropriations Act.
The certified rooster will be the basis for the succeeding years’ funding allocation for the same purpose.
