NO VP on a Federal-Parliamentary System

According to incoming speaker of the House of Representatives Pantaleon Alvarez, there will be no room for a vice presidency under a Federal-Parliamentary form of government.

“Depende yan kung ano mapagkasunduan, if it’s a Con-con (constitutional convention) or Con-ass (constituent assembly), kung ano mapagkasunduan dun [form of government],” he said.

Vice President Leni Robrido runned on a separate party list and the President elect has not consider any cabinet post for her in the maintime.

On a presidential system the head of the government is also the head of the state and wherein power is equally divided among its three branches: executive, legislative, and judicial.

While on a federal parliamentary republic, there is  a federation of states with a republican form of government that is, more or less, dependent upon the confidence of parliaments at both the national and subnational levels.The executive branch derives its democratic legitimacy from the legislative. The prime minister is accountable to parliament and the parliament is accountable to the people.

“In a parliamentary set-up, walang VP,” Rep. Alvarez told reporters.

The incoming administration is eyeing to shift from unitary government to federal-parliamentary before the next election 2022.
